light bulb making high pitched noise when off

Have you Fan making high pitched whistle. A buzzing fluorescent light may need to be replaced, but it could also be caused by an old ballast. I took a video of the noise this morning. mine were dimmed when they were making a high pitched ringing and so I put the brightness up and they didn't ring.
